Linggo ng Kabataan: Championing Change for The Future
As Linggo ng Kabataan highlights the voices of Filipino youth, Plan International Pilipinas is calling on incoming SK and barangay leaders to turn young people’s ideas into action—helping build safer, healthier, and more hopeful communities for every family.
Ahead of the Sangguniang Kabataan (SK) and Barangay elections and this year’s Linggo ng Kabataan, child rights organization Plan International Pilipinas is challenging incoming local leaders nationwide to champion health, education, gender equality, and child protection.
The call was highlighted during SIRAK Day in Samar on August 11, where Department of Education Secretary Sonny Angara joined around 1,000 youth leaders celebrating the Sirak Kabataan movement’s fifth anniversary.
For parents, this kind of youth empowerment matters because strong communities are ultimately built around children’s everyday needs. Yet challenges remain: one in four Filipino adolescents falls behind academically by age 18, while child labor, adolescent pregnancy, and online sexual abuse and exploitation continue to threaten young people’s futures.
Challenging Leaders Nationwide to Champion Empowerment
Plan International Pilipinas is helping young people become more than participants in community discussions—they are being equipped to become decision-makers and advocates.
One example is the Girls’ Agenda, a four-point blueprint created by 400 girl advocates addressing safety, resilience during crises, health, and education and economic empowerment.
The organization has also supported Youth Advisory Panels, Youth Peer Educators, Youth Reporters, and Girls’ Challenge Grants Groups. These programs give young people opportunities to influence local decisions, educate their peers, address mental health concerns, and develop solutions to problems in their own communities.
“Training incoming SK and Barangay leaders to carry that agenda into their own communities is how we turn those numbers around, one barangay at a time,” said Twyla Raros David, Country Program Manager for Gender and Child Rights.

Plan International Pilipinas is urging incoming SK and barangay leaders to translate the Girls’ Agenda into concrete local ordinances and programs.
